Dear Paskin,

The memorandum reporting the conference of April 15th on the Fersian Gulf opium traffic has now been considered by the Prime Minister who has decided that we should adopt the third alternative suggested in it; that is, notify the Fersian Government of our intention to put the King's Regulations into force on January 1st next and invite their co-operation in suppressing the traffic.

I enclose, for your concurrence or any observations you my like to make on it, the draft despatch which we propose to send to Tehran in this sense.
